Since then many Indian corporate organizations established their presence outside the country, forming an informal India Inc. in competing globally. The information infrastructure situation in India has also improved a lot since 1990s, not only in the corporate organizations that exploit knowledge resources for the profit making, but also in the public institutions that generate knowledge for the development of all aspects of society and humanity. Judicious use of information resources, available now mainly in the public institutions, especially in the higher educational and research institutions, should be measured in terms of information literacy of the stakeholders. Information literacy is required for effective use, consumption and assessment of information resources available in the institutions. Information literacy can also bridge the gap between digital divide that we observe in many grass-root level initiatives in India in the forms of ‘village knowledge centres’, ‘community information centres’, ‘e-choupals’, ‘gyandoot’, etc. ushered in with the participation of NGOs, developmental agencies and corporate organizations. Many libraries and information systems introduce user orientation programmes to educate users on the salient features of information resources, search techniques, search strategies, scholarly communications and other aspects. In India a number of training programmes are conducted by the different agencies, who are also architects of modern information systems, to the end-users. For example, INFLIBNET conducts workshops on information resources in Infonet e-journal consortium. NISCAIR conducts workshops on information resources in CSIR e-journal consortium. National Informatics Centre conducts training programmes on ‘biomedical information retrieval’ covering Indian Medlars Centre’s resources like, IndMED, medIND, OpenMED and UNcat. All these training programmes are meant to develop information literacy competencies of the end users. Similarly, public library authorities and public librarians should impart information literacy competencies to the public library users. The importance of public libraries would be felt more strongly, if the public libraries attract common citizens and younger generations and such librarians meet the information needs of all walks of users. Public libraries can also play a pivotal role for national development programmes and bringing mass affectivity of such programmes. Open access, a philosophy facilitates availability and distribution of scholarly communication freely, as a means to solve the problem of inaccessibility primarily due to financial constraint particularly in the context of developing countries. Many scholarly literature are freely accessible now without any hindrance. Open access endeavours to reduce barriers to scholarly communication. The open access literature available in various forms like open access archives, institutional repositories, open access journals and off late open courseware. The availability of open source software has accelerated this development. In India, various open access initiatives have been undertaken and are operational. Some more are in developmental stage. This paper discusses various such initiatives in India. Some initiatives have also been taken in the area of metadata harvesting services. Gradually, there has been a realization of the usefulness of the open access by various institutions particularly, the public funded ones. The future of open access in India is dependent upon a proper policy and a framework. The number of Internet service providers, personal Internet connections, institutional Internet connections, cyber cafes, etc are also multiplying at a rapid rate. Biomedical practitioners in the world are also finding Internet-based information resources highly useful inasmuch as it is providing latest information about the harmful drugs being withdrawn, new drugs being introduced in the world, novel medical equipments being marketed, unique surgical techniques becoming successful, and so on. At this juncture, a question automatically arises as to what extent this facility is being used by biomedical practitioners of a region of our country, where computerization and Internet facility etc have started rather late. The study aims to find out the use of Indian digital libraries by biomedical practitioners in the West Bengal region. The data is to be gathered through a structured questionnaire that was circulated among biomedical practitioners. The questionnaire seeks to elicit the information on the extent of the use of open access biomedical literature; awareness about the biomedical databases, electronic journals, digital libraries, digital archives, web portals of biomedical organizations, etc. Digital libraries have already started coming up in India. National Institute of Science Communication and Information Resources is developing Traditional Knowledge Digital Library (TKDL), and National Informatics Centre is developing INDmed (Indian Biomedical Database), medIND (Indian Biomedical Literature) and OpenMed (Open Access archive on biomedical literature). All these databases are accessible free of cost. The study will lay special emphasis on the use of these biomedical information resources. All these digitized materials can be made available and accessible to the learners of distance education. Some electronic information facilitation centers have been established to cater to the information needs of the farmers at their doorsteps in villages. One of them is e-Choupal system, conceived by the ITC Limited. It serves a dual purpose, as an Internet kiosk and as an alternative village mandi system. There are some pros and cons for this system as the company is interested in buying only those agricultural produces from the farmers, which can be processed into commodities having either a global market or a domestic market. Other agricultural produces are not covered here. Farmers get decision-making information from the information hub of an e-Choupal, and are able to decide their own. The company, having established e-Choupals in villages, recruits local youths as Sanchalaks and Samjojaks, and provides the requisite physical infrastructure for the functioning of the system.&lt;br /&gt;&lt;br /&gt;2004. A college library can propose to develop CD-ROM and Intranet based information products, on its respective disciplines, for using within the campus network. To be published in OCLC Systems &amp;amp; Services: International Digital Library Perspectives, 23.&lt;br /&gt;Abstract: The purpose of this paper is to assess the present situation in the development of indigenous digital libraries in India. The study evaluates different retrieval features of Indian digital libraries, especially those provide access to multilingual and multimedia documents. For this study, eight digital libraries originated in India, which are available in 24X7 timeframe and accessible worldwide through Internet, have been identified and selected. The retrieval features and other information on these digital libraries have been collected mostly from their respective websites and from other published literature, annual reports, etc. Indian digital libraries provide universal access to informative and culturally rich digital content related to South Asian region. The digitization efforts in Indian institutions make these digital libraries operational. Present study describes eight indigenous digital libraries and archives, namely, Digital Library of India (DLI), Kalasampada: Digital Library – Resource for Indian Cultural Heritage (DL-RICH), Cultural Heritage Digital Library in Hindi, Traditional Knowledge Digital Library (TKDL), Archives of Indian Labour, Vidyanidhi, Muktabodha, and, e-journals@insa. The Information retrieval features, including browsing and searching facilities of these digital libraries, have been critically evaluated, analyzed and discussed in this paper. The paper has attempted to show that the internal impact factor determined on the basis of journal self-citation can quite reliably indicate the quality of a journal as is done by the impact factor. In all 7426 authors are figuring in the citations. On average, there are 18 citations per article and 3 authors per citation. The high percentage of multi-authored citations clearly indicates the dominance of team research in the concerned fields. On average, journal articles account for about 79 percent of the citations. Monographs rank second with a tally about 12 percent. Indian Journal of Marine Science receives high percentage of journal self-citation compared to others whereas Indian Journal of Chemistry Section B receives high percentage of author self-citation compared to others. Presents the results of the study conducted with Indian Journal of Physics. Some similarities are being observed in the expected and the observed values. ILA Bulletin, 37(4) p. 143-150.&lt;br /&gt;Abstract: The study is based on 1408 research papers published in international journals on computer science contributed by the Indian scientists from 1991 to 2000. The domestic and international collaboration patterns have been studied. The results show interesting trend of international collaborations and plateau in domestic collaboration. In domestic collaborations, the number of institutions involved varied from two to four, wherein two-institution collaboration was found to be maximum. Most of the domestic collaborations took place between two R&amp;D institutions. Academic institutions regularly collaborated with R&amp;amp;D institutions. Corporate organizations also collaborated with R&amp;amp;D institutions and academic institutions. International collaborations with India mostly took place with the developed countries. Top three collaborating countries are USA, Canada and Germany. USA topped the list with 48.8 percent of the total international collaboration with India. Continentally, India collaborated mostly with North America (viz. USA and Canada). Among the Asian countries, India collaborated most with Japan followed by Singapore. India’s collaboration with Europe involves maximum number of countries, i.e. eighteen. The authorship pattern of the citations shows that more than 15 percent contributions are single-authored and about 85 percent are the result of teamwork. The team size of this field is bigger than those in the fields of chemistry and physics. Single-authored articles amount to 15.52 percent of the total citations and about 28 percent resulted through the collaboration of five or more authors. Of the citations 88.73 percent pertain to journal articles. Of the citing articles 38 contributed by Indian authors, 3 by foreign authors and 2 jointly by Indian and foreign authors. The authorship pattern of the citations shows that 18.68 percent papers are single-authored, 52.71 percent are double and triple-authored, and the remaining 28.61 percent are joint contributions of four or more authors. As in the case of medicine, the team size of this field is bigger than those in the fields of chemistry and physics. As many as 25 articles of mega authorship (i.e. contributions by ten or more authors) have been encountered in this study, and one of them was by 22 authors. Potentials of human resources explore in the professionally managed IT service companies. The training and development activities strengthen capabilities of IT service companies and help them to achieve excellence. Present study evaluated the heart of this knowledge industry, which centered on knowledge workers. Present study briefly elaborated the training and development practices of two top-ranked companies in Kolkata and found some unique modes of delivery of training. This study also pointed out that companies placed in higher value-chain have long-term vision as compared to ones in lower in value-chain. This report is a modest attempt to study a sunshine industry in India and particularly in Kolkata region, within a limited timeframe and resources. The findings and observations are based on my understanding on the industry profile in respect to the training and development practices. The companies operating from Kolkata are placed in different levels in value-chain, where the top revenue earning companies are placed in highest value-chain and others are moving up the value-chain. Similarly, different companies are targeted to different market segments, like, domestic market and international market segments. Thus, their training and development practices and policies are significantly different. The companies surveyed here sometimes could not share information, which are confidential in nature. Also there is limited statistics with the respondents, as most training programmes are organised for the requirements of particular projects. The information technology (IT) service industry sometimes refers as IT industry or software industry or InfoTech sector. The term is used here interchangeably. The study report is presented here in chapters. The chapter one introduces basic concepts and industry profile in India and in Kolkata region. Chapter Two states the objectives and methodology of this study. Chapter three represents analytical general discussions on results and findings, and depth study of two cases. These two cases represent some unique features of their training and development practices. These companies are placed in higher value-chain and thus their training objectives are much focused for the growth of the companies. Chapter four concludes the study and suggests a future direction for further growth of the industry in Kolkata.
